Nobel is, after all, not that Noble!!!

Dear Emminent Members of the Nobel Committe,

I was recently informed that Mr.Barrack Obama, the 44th President of United States, was conferred the Nobel Peace Prize for 2009.

My ignorant mind has a few questions and I earnestly hope that you will clarify them.

Nobel Prize, as you might be aware, was instituted to honor the will of Alfred Nobel, the swedish chemist and inventor, who invented Dynamite.Below, I am copying an excerpt of Alfred Nobel's will.I have also highlighted certain key words/phrases in the same.

"The whole of my remaining realizable estate shall be dealt with in the following way:
The capital shall be invested by my executors in safe securities and shall constitute a fund, the interest on which shall be annually distributed in the form of prizes to those who, during the preceding year, shall have conferred the greatest benefit on mankind. The said interest shall be divided into five equal parts, which shall be apportioned as follows: one part to the person who shall have made the most important discovery or invention within the field of physics; one part to the person who shall have made the most important chemical discovery or improvement; one part to the person who shall have made the most important discovery within the domain of physiology or medicine; one part to the person who shall have produced in the field of literature the most outstanding work of an idealistic tendency; and one part to the person who shall have done the most or the best work for fraternity among nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses.
The prizes for physics and chemistry shall be awarded by the Swedish Academy of Sciences; that for physiological or medical works by Karolinska Institutet in Stockholm; that for literature by the Academy in Stockholm; and that for champions of peace by a committee of five persons to be elected by the Norwegian Storting. It is my expressed wish that in awarding the prizes no consideration whatever shall be given to the nationality of the candidates, so that the most worthy shall receive the prize, whether he be Scandinavian or not."

Also, please find below the statement that you issued while announcing this year's Nobel Peace Prize.

"for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples" - (Source - www.nobelprize.org)

Also, curious to know what the word 'effort' meant, i searched for its meaning in the internet and this is what i found.

Effort - an earnest or strenuous attempt (Source - www.dictionary.com)

As such, as far as i understood, the word effort meant an extraordinary attempt and not an achievement.

Kindly let me know, whether the the true intent of the Nobel Prize has changed - i.e going forward can/will it be conferred to people/organization who have/has envisioned/attempted and not achieved something in their respective fields.

I guess the world's nations did not make enough peace with each other for the nobel board's liking. I suppose they did NOT have an alternative but seek USA funds, lol :D. btw, is that possible?
